Do girl scouts actually sell the cookies or is it just their well meaning parents? The bigger question is, does it teach young girls the ability to sell or handle disappointment? We don't have such programs in India.
I've seen them here, usually around grocery stores on the weekends when that time of year comes around. I think it helps their social skills in dealing with the public, but really, those cookies sell themselves- I buy a couple of boxes when I see that they're for sale.
